Yes the CRS report explicitly went out of its way to address this. People actually wanted to put 48 VLS on the Constellation because some stakeholders believed 32 wasn't enough.

They're very likely designed to fit the MK70. The first image shows the payload capacity which is likely significantly more than the MK70's weight. The second image is a bigger hypothetical version of it which has multiple launchers.
