I agree with first part but not the second

Our crisis in healthcare is only political will

But our legislators are barely resisting fascism - the issue is the people more than the game (and obviously the citizens united travesty)

There were number of interesting test approaches in bill that were more ambitious and could have been built upon including flat fee for procedure type with rehospitalization penalties that had camel’s nose potential
