8(a) specifically excludes motor vehicles, and the rest of section 8 goes on to exclude a bunch of other industries as well, so i'm pretty sure it is that overbroad

here's my favorite one: any company that manufactures, distributes, imports or sells even one battery doesn't have to comply with any part of this law.
