Bellingham has seen their revenue share of Property Tax decline to the point it has become the lowest contributing of the main 4.

The surcharge is one way to discourage the creation of these enclaves. Surprised more cities don't do it. In Washington, state law tries to discourage growth outside defined cities as well.

So the county runs the municipal water and wastewater system? I'm largely referring to areas like this that have no facilities in them but are contained within the city.
