Honestly, you could argue it's in character if Wario was behind the decision. Either uncaringly pasting the same image, or they gave the artist one image and a budget of 5 coins to produce his share of the manual.

I can't even name anything that isn't the most basic stitch garment much less put together an outfit, but every single character you draw is gloriously outfitted. It's striking.
