Honestly, you could argue it's in character if Wario was behind the decision. Either uncaringly pasting the same image, or they gave the artist one image and a budget of 5 coins to produce his share of the manual.

This is why those solder-and-shrink sleeves aren’t great for production use. OK in a bind, temporary, but they’re the Fix-A-Flat of electronics.
