I don't think anyone truly hates Tien.
He's done well in the current global popularity poll for Dragon Ball, but he's still behind Krillin and Bulma, who are more relevant characters in the franchise, especially for the protagonist, Goku. That's the difference that puts him below other characters.

In terms of standard DBZ, I'm partial toward Krillin. He's never been the strongest fighter any time he's gone to battle, but he's always there regardless!
As for DBZA, I'm giving it to Tien. The "Kikoho" scene was absolutely badass!

Cyborg appears quite often in Justice League comics, and Beast Boy can always make a cameo in Doom Patrol, especially now that he's teaming up with Beast Girl.
The same cannot be said for Starfire and Raven though.
