I think what typically happens in these situations is that municipalities negotiate a much higher price for the property they are selling because they are going to miss out on the tax revenue for years to come. Rather than levy a tax that does not sunset.

This article is good background (except that it bizarrely claims the university only became tax exempt in 1915. That’s when “tax exempt” status became available, but it was a nonprofit corp not paying a tax for most of its history before that)
