I don’t think 7 foot ceiling is a safety issue. It seems unpleasant at worst. If anything the reduced air volume mitigates insufficient ventilation capacity.

If true ground floor units have privacy and security issues, why don’t duplex downs also? Those units need to have windows AT ground level, and I assume they can’t have bars because they need to be egress windows.
