Redacting or annotating a PDF in Acrobat Pro adds a non-destructive layer over the text. If the document has been locked (a simple and common process) you can't even click & drag the visible text and you get a notification saying the PDF is locked.

As a recovering graphic designer I can tell you that Photoshop would not have been used for the redactions. Acrobat pro may have been used. But as I've said elsewhere the fact that the documents weren't flattened & locked could have been an act of defiance. Or... y'know incompetence 😜

I would really like to think that the failure to flatten the document was a deliberate act of defiance rather than incompetence.
