yes, this is only a question because federal government has provided insufficient coordinating facilities for Alto, Metrolinx, CN and CP. There is not actual need leave this purely to bargaining.

Many large cities, Toronto included, have a well regarded downtown-proximate secondary airport precisely because the central business district is such a traffic generator that it can make sense.
