Not exactly *fair* to the TA, but when you're balancing the burden, a brief admin suspension has less of an impact on the TA than it would have on the student of you restricted them from going to class or something.

As an administrator, you're trying to make sure that the complainant cannot say that you didn't follow your policies or discriminated against them further. You also want to eliminate the possibility of any further incidents, so admin suspension is pretty normal.
