The US Parole Commission pretty much at this point only exists to deal with DC parole issues. Fed parole was abolished a long time ago.
U.S. parole board can’t jail people because it doesn’t legally exist, suit says
Public defenders argue the U.S. Parole Commission should stop operating and release D.C. residents it recently jailed because Congress did not renew the agency’s authority.

That's a practical matter, since the court staff, including judges, are I'm the same boat, I can't imagine a judge holding that they didn't have the right to be paid. That's just basic legal realism

PDS has asked for the release of everyone held under the authority of the now non-existent USPC.

Assigned to Judge Reyes, who seems not interested in releasing everyone right away.

I'll be watching this one closely.

The law authorizing the USPC sunset on 9/30. Congress didn't extend it. DCPDS filed a class action suit arguing that the Commission has no power to hold people.

Qualified Immunity isn't the problem with federal law enforcement. It's the complete lack of ability to sue them individually, since SCOTUS essentially overturned Bivens. Expand Sec. 1983 to cover federal officers.
