I read it as implied when you mentioned that they didn't compete w the other carriers & failed at being the glue. If I misread it misinterpreted what you were saying, I apologize.

When employees are pushed to finish their routes in a certain time frame, & that time frame is far too small that is a management failure.

You wanted them to pay employees less w less or no additional benefits, not ensure employees had comfortable & safe working conditions, etc just to "compete". B/c that's what the other private companies do.

Because supply & demand theory doesn't work with necessities. We can build all the new units we want, but w/o controls on who can own them & what rent can be charged, there will be no change. Ppl need housing & therefore, ppl will always do what they can to pay for it, if possible.
