Your avg daycare/preschool has a $0 budget for security measures. Everyone, from owners to aides, is doing it for love of the game and the kids. Even corpo daycare (Goddard, etc) is mostly franchisees. The security plan is for the women who work there to put their bodies in front of bullets.
Yeah this is going to end in security measures these daycares cannot afford.
Also the Mouse is going to be mad about the unlicensed Minnie.
