All MLS teams should play in the US Open Cup and US Soccer should be stronger in ensuring this is the case. If, as Garber states, teams can't play in all three of Concacaf, US Open Cup, and Leagues Cup - it's the Leagues Cup that should go.
MLS commissioner Don Garber on the U.S. Open Cup:
“We will participate in the U.S. Open Cup next year, we will likely have more teams.”
