Mussolini's Fascist Party started it and claimed (questionably) it was common in the Roman Empire. Nazis picked it up later. Minadeo talks about romans at the start of most of his broadcasts.
Yeah in Italy they are still called Roman salutes and people know exactly what that means - people who are fascists and think Mussolini was good.
