My personal pet theory is that wars of the past have effectively been a means to lower the number of shitty people back below threshold. Like, what was that number in 1860 vs 1865? In 1933 vs 1946?

This is really an open question for me: Can you have a non-shitty country in which upwards of 40% or so of the people in it are shitty?

I'm sure there's some threshold beyond which society just can't be decent, but I don't know what the number is, or what the mechanisms are that affect it.
