Conversar sobre el conflicto desde el feminismo 💜

De lejos la mejor invitación que he recibido en los últimos años fue esa: pensar en cómo prevenir, mitigar, y resolver conflicto con una perspectiva feminista?

The hard work is just beginning. Implementation will be the true marker of whether the transitional court can demonstrate the restorative power of amnesties that allowed FARC to demobilise.

Peace efforts in the future depend on consolidating these processes in the coming days.

Another test of public opinion will come with the next forthcoming case in the pipeline, against former members of the security forces involved in the forced disappearances of 6,402 "false positive" casualties, killed to boost combat death counts.

As #Colombia enters an election year, with security at the top of voters' concerns, the public reaction to these sentences will be key to shaping ongoing future peace processes.

Whether in favor or opposed, candidates will likely see the verdicts as a standard to judge by.

There is also the question of who will organize projects and pay. The JEP has asked the entirety of government – local, regional, national - to think about and propose projects where defendants could work.

Putting that aspiration into practice has proven daunting. For one, deteriorating security conditions complicate and limit where reparations can physically happen safely – both for defendants and communities.

The JEP decided upon its penalties, judges say, after hundreds of meetings with victims, whose primary message was that justice to them would mean: their lives are somehow better off after the sentence.

On the one hand, these sanctions breathe new life into the 2016 agreement, whose primary opponents have loudly criticized the JEP’s delay in laying down sentences.

Yet these sentences are also unlikely to please critics, who would like harsher penalties for such grave crimes.

During this time, their movements will be restricted, through the use of electronic devices intended to monitor their location. This “restriction of liberty” was a fundamental component of the 2016 agreement.

Entering a polarizing election year, & 9yrs after the 2016 peace accord, Colombia’s transitional court laid down its long-awaited first sentences against leadership of the former FARC.

After months of (warranted) concern, Colombia's decertification turned out to be a slap on the wrist with limited fallout - the best case scenario in the current political context.

My analysis of what this means for US-Colombia relations 👇@crisisgroup.org

Colombia's 2016 peace agreement offered a windfall of security after decades of internal conflict.

The rising levels of insecurity today are a lesson in how difficult it is to sustain the gains of peace. The hard part starts the day after.

Today marks a year since the Sinaloa Cartel’s two largest factions, Chapitos and Mayos, fell into a deadly wave of infighting after the former kidnapped and rendered “El Mayo” Zambada to U.S. authorities. I visited the state recently for @crisisgroup.org and this is some of what I saw.

Colombia is entering a difficult election year, amid rising armed group violence.

The temptation to seek a military solution is a false one.

Peace talks work. Sustaining their gains is harder.

As Colombia enters a difficult election year, our message is simple:peace works. Sustaining it is a lot harder.

To quell violence, Colombia needs strong, calibrated military pressure coordinated with dialogue. The 2016 accord must remain central 👇

People need to realize that with the lethal strike in the Caribbean, the US President is asserting the prerogative to kill outside the law.

Even if you care nothing for the people killed aboard that boat, such a claim of presidential power should alarm you.

NEW

🧵The White House has now issued its first formal legal justification for the lethal attack on a vessel in the Caribbean.

This War Powers report to Congress is long on bluster and short on substance.

This letter does not adequately justify the premeditated killing of apparent civilians. 1/n
