🔍 DF is grounded in an interdisciplinary design that includes a strong commitment to Participatory Action Research (PAR) as a core approach. Rather than positioning migrant workers as passive subjects of research, PAR seeks to engage them as active agents in producing knowledge & shaping solutions.

🔍 Here to Support conducted the research in the Netherlands. Here to Support is located in Amsterdam, so most of the networks of people included in the research have worked in Amsterdam, Den Haag and Rotterdam.

🔍 This policy brief is the result of reflections developed during the DignityFIRM project and further elaborated during a focus group held in October 2025.

🔍 This Policy Brief addresses sanctioning and incentive mechanisms related to compliance with workers’ rights in agriculture in Italy. As of 2024, 25% of agriculture workers were non-UE migrant workers (Dossier Immigrazione IDOS 2025).

🔍 This policy brief first describes the programme’s characteristics and how it has evolved over time. Second, it
examines its strengths and weaknesses. And third, it ends with a series of specific recommendations to improve it.

🔍 So did the European Commission, which took the “Spanish model” as the basis for drawing up the EU’s directive on seasonal workers (Directive 2014/36/EU).

🔍 Several international organisations have considered Spain’s circular migration programme (known as “Collective Management of Recruitment at Origin”, in Spanish ‘Gestión Colectiva de las contrataciones en Origen’ or GECCO) to be an example of good practice (López-Sala, 2016).

🔍 This paper explores the policymaking process, context, and early assessments of the OSCA, highlighting its implications for workers’ rights, health, and safety.

🔍 Using the COVD-19 pandemic as a window of opportunity, the OSCA sought to address longstanding worker exploitation by prohibiting indirect employment in the core business of meat companies.
