Astonishing that the Govt's argument is "we have to use X to reach people because X tells us they reach half the population of the UK"

OK, thanks. I get that the ISC can try to make a stink, what seems to be missing from their comments is whether they can actually do anything if the Govt blocks them from releasing info. Previously that's always been the end of it, given the very limited powers of the ISC.

Has anyone asked the ISC what happens if they can't reach agreement with the Cab Sec? Fairly sure the legislation setting up the ISC doesn't allow them to release info against the will of no 10?
