It turns out that it might have ways of getting some of this information regardless.
With that knowledge, I now know how to greatly reduce the risks while still using it.

What Congress should do is introduce a bill to pay H-1B visa employees at or above the local market rate. This is the only way to prevent companies from hiring them solely for cost-cutting reasons, ensuring that Americans with the same skill set are given priority.
