USF is argued to be unconstitutional because it grants the FCC the ability to impose taxes without enough limits on where the agency's discretion extends. see: delegation doctrine. FCC loss could mean fed agencies must be explicit about how their power was granted by congress; 'chevron' is related

as for what they actually do, AFAIK there's some combination of resort-ness, therapizing, and life skills coaching involved. but the biggest change from everyday life is simply temporary absence of responsibility to focus on the self. the US has nothing to support that culture, even if it's win-win

itll be hard to introduce to the US given how far our work-life balance culture is from much of europe. but explicit burnout leave policies plus general support structures of any kind are the first way forward. look into german burnout employment policies, i think nordics have similar
