I am involved in interviewing applicants for a major ivy league school, and we have been instructed to not mention anything about race or immigrant status (and related extracurriculars) in our interview summaries, even if the applicant is very proud of these activities and accomplishments.

I think we’re going to see some mental health issues when this is through. Even the “tough guys” have trouble facing such acrimony day after day.

ICE's job (such as it is) is to enforce a civil statute (immigration law), not criminal law, which is the purview of real law enforcement. This is going to get challenged in court at some point, and I suspect it may not be approved. I am an optimist still.

I think we can obviously rule out #2. I guess I would favor #1, but given his bluster, #3 is pretty likely (if #1 doesn't happen). Like Putin's acquisition of a super bowl ring.
