In smaller organisations with few resources, people wear multiple hats. Splitting or redefining roles is only possible where funds exist.

The WRU has such a bloated bureaucracy that they spend more on their staff than on the professional game. That's the context.

Four bids for Cardiff Rugby is truely remarkable. They are forced to play in a league that supporters hate, that has a derisory TV deal & makes hardly any money. They're not in control of their own TV & competition money. Now imagine how much more attractive the club could be OUTSIDE WRU control.

Of course if they actually wanted the best deal for Cardiff & not the best deal for the WRU, then a major investor in Welsh rugby at Cardiff would be a major headache for the WRU. Four teams, is the last thing they want. Major investor? Ych a fi.

Is this because they need a simple solution to the Ospreys vs Scarlets dilemma? If they authorise Y11 to take over Cardiff, they kill two birds with one stone ... well, one bird anyway. Ospreys fold, so they are down to three. But that leaves them one short.

Any Japanese TV deal would dwarf a deal organised by the URC unions. They’re better off organising their own domestic TV contract.
