Taking the broader view, Bloom's quartet of winter trades has drastically improved the Cardinals' organizational pitching depth and pitching upside and injected the system with stuff, velocity, and swing and miss. Cijntje along with Brandon Clarke and Blake Aita from Boston all have serious upside, and then let's not forget about the additions of Hunter Dobbins, Richard Fitts, Yhoiker Fajardo, and Jack Martinez, all of whom have varying degrees of long-term promise and in some cases are ready help in St. Louis right now. Add these names to those already in place like Liam Doyle, Quinn Mathews, Tanner Franklin, Ixan Henderson, Tekoah Roby, Tink Hence, Cooper Hjerpe, Brycen Mautz, Cade Crossland, and others, and the Cardinals now have an enviable stable of young pitchers. Those young pitchers will now be herded along by a player-development program that actually inspires confidence. Let's also note that Bloom may still trade away JoJo Romero and Lars Nootbaar in the coming weeks and months, as well as tap into that crowded catcher depth chart.

Shares of major US insurers tumbled after the US proposed holding payments to private Medicare plans flat next year, a huge disappointment for investors. UnitedHealth Group Inc. stock fell as much as 9.1% in premarket trading in New York on Tuesday, while CVS Health Corp. dropped as much as 10% and Humana Inc. sank 14%. Medicare Advantage payment rates will rise by just 0.09% in 2027, the Centers for Medicare and Medicaid Services said in a release. Analysts had been expecting an increase as high as 6%. “These proposed payment policies are about making sure Medicare Advantage works better for the people it serves,” CMS Administrator Mehmet Oz said in the release. The rate proposal is a surprise coming from an administration that investors believed would be more favorable for private Medicare plans than the prior one. Shares of Medicare insurer stocks rallied on Donald Trump’s 2024 victory. Oz once promoted using Medicare Advantage as a model to replace most private health insurance. And Wall Street was betting on friendly regulators to reverse years in which the federal government pulled back on payments.

ICE has also signed a contract with BI² Technologies, a vendor selling handheld eye scanners. Former officials questioned the need for the devices, noting that the agency held few, if any, iris scans to search. “My first question is why?” a former privacy official says. “What do you expect to get out of this? If they’re just out there collecting irises and biometrics, that’s a problem for me.” BI²’s registered lobbyist, Ballard Partners, has close ties to the Trump administration, raising money for its campaign and previously employing Attorney General Pam Bondi and White House chief of staff Susie Wiles. Lobbying disclosures show that Ballard also works on behalf of a host of other tech firms doing business with ICE, including Palantir; DNA testing firm SNA International; cell-phone intercept vendor L3Harris; open-source data broker Babel Street; and the Thomson Reuters subsidiary selling Clear. Ballard declined to comment. ICE has also signed a deal with mobile carrier AT&T for “Data Analytics Services”. A procurement document states that the company will provide “AT&T raw data” as well as “analysis and interpretation of that data” for ICE’s Special Operations Unit, which analyses communications records alongside other agencies. The contract with AT&T has similar language to an older programme, codenamed Hemisphere, that let government investigators query trillions of Americans’ call records and cell phone locations. The Biden administration told congress it had shut down Hemisphere following concerns from oversight bodies. Lawmakers also sought to remove redactions on a report showing the FBI raised concerns about its legality. “I am deeply troubled by the contracts discovered by the Financial Times, which suggests that Hemisphere may never have been fully shut down, but secretly continued under a new name,” says Wyden.
