As with most content flagging systems I am sure it's a combination of automated processes that are attempting an impossible task and bad actors abusing the system.

If you set a label to warn, thinking it's reasonable to want warning, and a reply to a post has that label, it will *hide the reply entirely and not tell you why unless you unhide it.*

If every inch of the image is the same level of detail, it's likely AI.
Real human artists tend to focus their efforts on the important parts of a piece and not exhaustively detail every flower petal.
This is especially true with "anime" art.
