Well, it depends on what the EU is for. If it is for defense and foreign policy then there is indeed a very long road. Perhaps it should not go that way. A European Nato would be more useful quicker.

We are not even implementing the current policies, and the environment's ability to absorb CO2 is decreasing, while its ability to release CO2 is increasing.
To stay still (no more CO2 in the atmosphere), we need to run backwards: we have barely slowed down going forward
