I mean, look at what Limbaugh and Fox were able to do to the population merely by speaking to the malignant subconscious en masse with nothing but conventional broadcasting. Persistent algorithmic targeting and manipulation on an individual basis will allow the people who control it to do anything.

Problem is, state actors who commit humanitarian crimes and subject populations to death and terror are not by "official" definition terrorists, that label is reserved for those who resist state terror by meeting violence with violence. An old but still effective bit of propaganda.

To this day there remains debate about the morality of the allied forces bombing civilian targets to resist a powerful aggressor, so I would say that the morality of the more powerful aggressor bombing civilian targets is pretty clear-cut.
