The reason they don't occur on the solstice is due to the shifting of solar noon and the equation of time.

We are moving faster around the sun this time of year since we are closer (near perihelion). This shifts the timing of the sun's high point (solar noon) forward a little each day.

Earlier in the year (Jan-Feb). Definitely hasn't been as wildly mild as many recent years. December will probably be our coldest in at least 15 years
