Yep, in the EU you need a master to start a PhD and normally masters are 2yrs long (and PhD are 3-4yrs, so in total ~length of US PhD). In the UK masters are 1yr long and you don't need one in theory, but in practice, given how competitive funded PhD spots are, you sort of do...
