Coincidentally, the Roman Senate was 100 people, just for the city and eventually some of the surrounding areas (though it eventually ruled over a much greater area)

The purpose of government is to enable a small portion of society to dominate the rest of society. Promoting the general welfare is just a strategy to stabilize and legitimize that domination (when straight intimidation is too expensive). The government is structurally incapable of doing otherwise.
