Our department handles these kinds of complaints exactly this way, and it has worked well for us. If a student goes to an upper admin, they always kick it back to the department. It takes a lot of time, care, and attention, but we have found resolutions that protect everyone.

Woe to department administrators. These things are black holes of time and effort.
