The only books remotely like this that I am aware of are written by Kim Stanley Robinson. Bureaucrats are never heros, but goddamnit our efforts sure fucking are.
I don’t know. Maybe the world is complicated enough that we actually need to figure out how to write a gripping story about maintaining vital infrastructure because the general population are so far removed from it. Although maybe that would lend itself better to a video game?
