This is way overdue. But, the biggest gap in accountability is the lack of an English Parliament.
According to The Times the government will publish a White Paper on English devolution in the coming weeks which will set out plans for the “biggest overhaul of local government in more than 50 years”.

It should be 'Get England Building' and 'Rebuilding England', since it's a devolved issue. Housing is devolved, planning is devolved, New Towns is an English policy, the New Homes Accelerator programme and National Planning Policy Framework are both England-only.
