I came to that conclusion after I'd read her review tbh.
It seems transparently clear that she was parachuted in to justify a foregone conclusion. Badenoch pretty much admitted as much. And, as @reactiveashley.cat discovered, there was something very dodgy about how records were handled.

Many trans patients have a decent enough understanding around HRT. It’s absurd for a GP to suggest they do t understand it well enough. The information is out there.
