On the other hand, much of the dynamism and instinct that had propelled Shukar to stardom was sapped by 2267. Promotion to CinC also reduced him to a manager of personalities more than a planner, which frustrated him further.

President Wescott (R) is flanked by Defence Commissioner Christen Paris (L). Formerly a Starfleet Admiral, Paris was brought in after the Rimbor Engagement to reassure Starfleet and the conservative Charterites that Wescott was committed to stronger defence commitments.
