This is unfortunately very common due to the various sanction lists that regulators supply. The names of ships in particular are quite generic and trigger a lot of false positives; resolving these is often manual and slow.

Is this true? As a product of the cable TV industry, C-SPAN has traditionally only licensed to cable carriers. Not sure why they aren’t on YouTube TV; just asking.
