The claim in the second paragraph that "AI does not lack capabilities, it's organisations that don't use it right" is just the "it can't be that stupid, you must be prompting it wrong" excuse.

The idea of Congress creating bodies that aren't completely dependent on the President's momentary whim seems very much in line with Article 1 but nobody reads that one...
