Alternate history horror scenario: a world in which there are two competing standards for encoding of European alphabets: one that unifies the letters with similar shapes (regardless of the semantics), and one that encodes the letters with similar origin/pronunciation (like lowercase г in Bulgarian)

it tries to cover all the mod actions possible for each service type. this design has been around a while, but not well documented.
