Given that incidence has been stable in this period, increased testing is the main lever to reduce late diagnosis

While a drop in incidence could theoretically increase the proportion of late diagnoses, this paradox is not observed in the current data

Late diagnosis is influenced by both testing and incidence, which is why we used 2022–2024 data and considered monitoring data

These are surveillance data, reported annually by countries. It is not a study

The data give 100% coverage of reported HIV diagnoses in the EU/EEA, so the proportion of late diagnosis is a robust indicator
