Yes, but because it covers the next 7 months anyone who was going to quit or retire between now and September 29 theoretically had something to gain. When you look at it that way it's really possibly 7-9 months of attrition, well within normal rates.

Most people I have heard take this are people who were going to quit or retire anyway. USG loses about 6-7% each year anyway, so I imagine the 3% is part of that 7%. So this is normal attrition rates, we just are on the hook to pay salaries for 7 months for people who were going to quit anyway
