That isn’t the policy, though? Each state that’s been successful has taken a different strategy. For example, LA hired incredibly smart people, spent years studying and writing curriculum, and created a truly good program (Guidebooks) that is relevant for their students.

If they aren't differentiating, then they only think they are doing the science of reading.

Then you ask: "So you pardoned someone when you didn't know the whole story, just because someone asked you to? Don't you think a president should do more research before pardoning someone who's been convicted by a jury of drug smuggling?"
