They're trying to square their circle of increasing social housing without ever allowing any new social housing to be built, so either:
a) They're genuinely too dumb to understand this won't work, or
b) They hope people won't notice, or

Did you look at the Green's plans to abolish private landlords? They're going to do it by giving LAs more power to buy properties that are currently being rented, which seems to indicate they think LAs have millions lying around to make capital investments and pay for maintenance.
