A President does doesn't seem to have any inherent power to DO anything unless there is law telling him to.

As far as I can tell a President and VP sans a budget and laws or an act of war passed...basically has nothing to do except meet with foreign leaders and put up treaties, judges, etc for the Senate to consent to.

Article 2 doesn't say the President gets to run the branch however he wants.

It says he has to faithfully execute the law...and that would include HOW congress has decided to mandate organization.
