This interview explains: one piece of data that is collected is what phones YOUR phone is often near. There's a good chance owners of phones that are often in proximity have things in common. So, for example, if your partner googled said item, you might get the ad.

I'm not sure that will help with the sort of data that data brokers collect (what they do is legal, at least in the US), but I don't know.

I'm not clear how a VPN solves this particular issue. My understanding is that VPNs don't keep companies from collecting data, they just show you as connecting from somewhere else (and keep your ISP from spying on what sites you connect to).
What am I missing?

Yeah, more and more, I just opt out of... everything. These companies may be doing lasting damage to themselves. I don't see myself ever going back to that quaint time of patronizing the googles, amazons, and AI companies of the world.

I was happy to dump them. The change from "hearts" to "energy" rendered the free version useless, so they're not even getting advertising time on my phone now, either.

I have no such experience, but imagine what you say to be true. While it's BS for the WH to pass the blame down the chain, shouldn't Adm Bradley (or whomeever) have refused to comply with this seemingly illegal order? We need the military pillar of authoritarianism to be non-compliant!
