The consistent through-line of authoritarian governments is that their version of DEI (Devotion, Exclusivity, Incompetence) excludes all actual merit, hiring solely on the basis of loyalty, making this sort of stupidity a feature of the regime, rather than a bug.

You can learn a lot about a group by what is and isn't tolerated (silence in the face of abuse IS tolerance).
Artists and writers seem to have a nose for this kind of behavior - born, no doubt, of personal experience as we all learn our craft through a complex balance of failure and encouragement.

Also, taking it from BAH (tax-exempt) funds and delivering it in a paycheck (fully taxable both state and federal) is actually reducing the true value of the money for servicepeople, while increasing tax revenue.
