WMATA here in DC did this for a while. Refunds really only paid out if you got delayed by like 30-40 minutes (and only on Metrorail, not bus) because of their creative accounting on what qualifies as a delay. But it meant they also rarely paid them out except during major system meltdowns.

While I get the appeal of all stations should be maximum zoning around them, these also are sometimes how you convince suburban counties to buy into systems and contribute to them and starting winning over more people to the "train good" crowd.

And? Brutalism can still make use of elements like that. Maybe actually take some time to look at architectural discussion and study of Brutalism. You seem to have bought into a narrow view of what Brutalism is. It's a much broader design and style concept than just bare concrete slabs.

The first picture there is the DC Metro. Brutalist design isn't making everything 100% concrete. Metro is often one of the highly regarded cases of Brutalism done well. It makes effective use of concrete, simple and repeating patterns and things like indirect, yet still dramatic, lighting.

There is an overlay for it, but it only goes increments of 10m instead of the 5m for actually passing things.
