EU is starting from a low level. Ru has burnt a lot of material and troops in Ukraine. Plus they have corruption embedded in the system and a catastrophic economy.
I would say ru doesn’t have advantage, nor time on its side.
Still, I agree, we need to speed up to avoid kinetic war.
