They did so in order to strike fear into similarly situated non-citizen pro-Palestinian individuals, pro-actively (and effectively) curbing
lawful pro-Palestinian speech and intentionally denying such
individuals (including the plaintiffs here) the freedom of speech that is their right.

My genuine answer is, while they perhaps found the violence distasteful, their higher priority was the geopolitical consolidation of the region in the US orbit, with the China rivalry (the admin's top priority) in mind. The main obstacle to that consolidation has always been the Palestine question
