This is exactly how NIMBYs block middle class housing @bsamuels72.bsky.social. Taxing the buyer locks out the middle class who can't afford the IZ tax but also don't qualify for affordable units. Fantastic way to increase local wealth gap. IZ funded by the local government would solve the problem.
